Kevin Duncan, PhD is a Distinguished University Professor and Professor of Economics at Colorado State University-Pueblo. He has been a visiting scholar at the Institute for Research on Labor and Employment at the University of California, Berkeley. Duncan’s research on prevailing wage laws has been published in leading national and international academic journals. His research on construction labor market policy has been used to inform policy in at least 25 states. He received his Ph. D. in Economics from theUniversity of Utah and his BA in Economics from the University of California, Riverside.
